From 2 to 4 September 2025, the African School of Regulation (ASR), led by its Director/CEO, Dr Abdulkadir Shettima, participated in the Seventh Meeting of the ISA Regional Committee for Africa. This annual high-level governance forum, convened by the International Solar Alliance (ISA), brings together governments, experts, and development partners to advance solar-energy deployment as a key pathway to address the continent’s energy-access challenges.
The meeting focused on three core objectives:
- Reviewing progress on ISA programmes in Africa
- Identifying regional needs and implementation challenges
- Coordinating strategy across policy, finance, and institutional capacity
During the plenary session on 3 September 2025, Dr. Shettima and ISA Director-General, Ashish Khanna, formalised a strategic partnership by signing a Memorandum of Cooperation (MoC). Through this agreement, ASR and ISA commit to jointly address knowledge gaps within relevant national institutions across ISA Member States in Africa. The collaboration will deliver targeted capacity-building and support the development and implementation of regulatory frameworks that attract and scale up solar-energy investment.
This partnership with ISA is about creating the conditions for ambition to translate into executable policy and investment. By supporting national institutions to strengthen their regulatory capabilities, ASR helps enable more bankable projects, faster solar deployment, and, ultimately, reliable and affordable energy for African households and businesses.

This MoC represents a significant milestone for ASR in fulfilling its mandate, as outlined in the African Union’s Zanzibar Declaration on Transport and Energy (2023), to strengthen energy regulation capacity among AU Member States.
