INTERNATIONAL ONLINE CONFERENCE:Off – grid solar systems: Towards sustainable and scalable business models

September 26, 2023

International Online Conference | 26–28 September 2023

About the event

The African School of Regulation (ASR) and GOGLA, the global association for the off-grid solar energy industry, hosted an international online conference in collaboration with Sustainable Energy for All (SEforALL), the International Renewable Energy Agency (IRENA), the African Development Bank (AfDB), the Energy Sector Management Assistance Program (ESMAP, World Bank Group), and the African Forum for Utility Regulators (AFUR). The event explored the regulatory conditions, business models, and financial approaches needed to support the sustainable development and expansion of the off-grid solar sector.

Off-grid solar systems play an essential role in extending electricity access to underserved communities, particularly in rural and dispersed settlements. They can also provide backup power for customers facing unreliable grid supply. Realising this potential requires an enabling environment that attracts investment, supports affordable services, and ensures that electricity access can be sustained over time.

The conference examined different business models and payment methods, the role of subsidies, and regulatory measures to support investment and growth. Discussions also explored consumer protection, consumer lending, e-waste, productive uses of energy, and the importance of integrating standalone solar systems, minigrids, and grid extension into national electrification planning.

Conference Structure

Day 1. The Off-grid Solar Sector: The State of Play and Lessons Learnt So Far
An overview of the sector, with a particular focus on Africa, examining experiences with different business models and payment methods, customer demand, and subsidies as catalysts for growth.

Day 2. Surmounting the Challenges: Targeting SDG 7
Discussions on regulation as an enabler of sustainability and scalability, the effects of regulations across related sectors, and practical approaches to implementing regulatory interventions.

Day 3. Looking Ahead and Innovating Together
An exploration of emerging issues, integrated electrification planning, and priorities for an action plan guided by a comprehensive, long-term vision.

The event featured moderated panels and roundtable discussions with industry representatives, policymakers, regulators, investors, development partners, and researchers, with opportunities for registered participants to submit questions and comments.
