Ce programme visait \u00e0 renforcer les capacit\u00e9s institutionnelles de l'ASERC alors que la Commission entreprend d'exercer le mandat qui lui est conf\u00e9r\u00e9 par la loi sur l'\u00e9lectricit\u00e9 de l'\u00c9tat d'Anambra (*Anambra State Electricity Law*) et la loi nig\u00e9riane sur l'\u00e9lectricit\u00e9 de 2023 (*Electricity Act 2023*).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cette formation a r\u00e9uni le pr\u00e9sident, le vice-pr\u00e9sident et les commissaires de l\u2019ASERC, t\u00e9moignant de l\u2019engagement de la Commission \u00e0 renforcer les capacit\u00e9s techniques et de gouvernance n\u00e9cessaires \u00e0 la r\u00e9gulation du march\u00e9 de l\u2019\u00e9lectricit\u00e9 de l\u2019\u00c9tat d\u2019Anambra. Cette initiative fait suite aux r\u00e9centes r\u00e9formes nig\u00e9rianes autorisant les \u00c9tats \u00e0 superviser la tarification, l\u2019octroi de licences, la r\u00e9glementation des mini-r\u00e9seaux et la protection des consommateurs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sur une p\u00e9riode de cinq jours, les participants ont pris part \u00e0 des s\u00e9ances interactives et \u00e0 des \u00e9tudes de cas ax\u00e9es sur des fonctions r\u00e9glementaires concr\u00e8tes. Les principaux modules comprenaient :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Principes tarifaires et calcul des tarifs pour les entreprises de distribution ;<\/li>\n\n\n\n<li>Mod\u00e8les \u00e9conomiques de mini-r\u00e9seaux, cadre r\u00e9glementaire et conception des tarifs pour la production d\u00e9centralis\u00e9e ;<\/li>\n\n\n\n<li>Planification de l'\u00e9lectrification, mod\u00e8les r\u00e9glementaires et financiers ;<\/li>\n\n\n\n<li>R\u00e9glementation fond\u00e9e sur la performance ;<\/li>\n\n\n\n<li>M\u00e9canismes de suivi de la conformit\u00e9 et d'application ;<\/li>\n\n\n\n<li>Questions relatives aux consommateurs, droits, r\u00e8glement des diff\u00e9rends et engagement du public.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">La formation a mis l'accent sur des outils essentiels \u2014 tels que l'\u00e9laboration de tarifs refl\u00e9tant les co\u00fbts, le suivi de la performance des op\u00e9rateurs, le contr\u00f4le de la conformit\u00e9 et la protection des int\u00e9r\u00eats des consommateurs \u2014 alors qu'Anambra op\u00e8re sa transition vers une r\u00e9gulation d\u00e9centralis\u00e9e du secteur de l'\u00e9lectricit\u00e9.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L'ASR a r\u00e9affirm\u00e9 sa mission de soutenir les r\u00e9gulateurs africains gr\u00e2ce \u00e0 des initiatives cibl\u00e9es et adapt\u00e9es de renforcement des capacit\u00e9s, favorisant des syst\u00e8mes \u00e9nerg\u00e9tiques inclusifs et propices \u00e0 l'investissement.<\/p>","protected":false},"excerpt":{"rendered":"<p>The African School of Regulation (ASR) successfully delivered a five-day Regulatory Capacity Building Course for the Anambra State Electricity Regulatory Commission (ASERC) in Accra, Ghana, from December 15\u201319, 2025.
