The programme addressed the technical, financial and governance responsibilities involved in regulating Anambra\u2019s electricity market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The training brought together ASERC\u2019s Chairman, Vice Chairman and Commissioners. It combined technical sessions with practical case studies and discussions, providing opportunities to examine regulatory approaches relevant to the Commission\u2019s mandate and institutional priorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>A comprehensive programme covering core regulatory responsibilities<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The programme covered five areas of regulatory practice:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Distribution tariffs and utility performance:<\/strong> Sessions examined tariff principles and computation under cost-of-service regulation, alongside performance-based regulation for distribution utilities. Participants explored approaches to setting tariffs and assessing utility performance.<\/li>\n\n\n\n<li><strong>Mini-grids and embedded generation:<\/strong> The training addressed tariff design for mini-grids and embedded generation, as well as the business models and regulatory frameworks needed to support these electricity supply options.<\/li>\n\n\n\n<li><strong>Distribution planning and regulatory decision-making:<\/strong> Sessions covered distribution planning and integrated resource considerations, including the Integrated Framework for Electrification (IFE). Regulatory Impact Assessment was also introduced as a tool for examining the potential consequences of power-sector decisions.<\/li>\n\n\n\n<li><strong>Financial viability, risk and compliance:<\/strong> Participants examined financial sustainability, risk management and revenue protection. These sessions complemented the programme\u2019s coverage of compliance monitoring and enforcement mechanisms.<\/li>\n\n\n\n<li><strong>Consumer protection and public engagement:<\/strong> The programme addressed consumer rights, dispute resolution and public relations, recognising the importance of effective engagement between regulators, electricity service providers and the public.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Real-world case studies and discussions featured throughout the five days, connecting the technical content to practical regulatory challenges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Supporting effective state electricity regulation<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The programme aimed to equip ASERC\u2019s leadership with tools to make informed tariff decisions, oversee utility performance, assess regulatory options and protect consumer interests.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These capabilities are expected to support more consistent regulatory decisions and clearer expectations for electricity service providers. They can also help the Commission balance consumer protection with the financial sustainability of electricity services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Anambra programme reflects ASR\u2019s commitment to supporting African regulatory institutions through training tailored to their mandates and operational needs.
