It establishes an Inter-Grid Operator Compensation Mechanism to ensure equitable compensation for the use of national transmission networks by users in other countries, while avoiding transaction-based cross-border transmission charges.

The framework is based on five principles: proportional cost allocation, economic efficiency, cost recovery, transparency and predictability, and non-discrimination. It provides for the recovery of capital, operation and maintenance costs, and transmission losses, while requiring national regulators to reflect regional compensation payments in domestic tariffs.

The Regional System and Market Operator (SMO) is responsible for calculating annual compensation payments, maintaining transmission asset data, and administering financial settlements. ERERA approves the annual allocations and oversees implementation, while national regulatory authorities ensure their integration into national tariff arrangements.

Overall, the methodology represents a significant regulatory milestone towards harmonised transmission pricing, equitable cost sharing, and efficient regional electricity trade in West Africa. It entered into force on 19 March 2026 and provides the regulatory foundation for implementing the Regional Electricity Transmission Tariff Application Procedure (RETTAP).

[76
85
69
post-1444","knowledge_base","type-knowledge_base","status-publish","has-post-thumbnail","hentry","kb_resource_type-report","kb_country-ecowas","kb_pillar-electricity-markets-and-regional-power-integration

Regional Transmission tariff methodology (RTTM) - African School of Regulation

<meta property="og:description" content="The resolution, adopted by the ECOWAS Regional Electricity Regulatory Authority (ERERA), approves the Regional Transmission Tariff Methodology (RTTM), establishing a harmonised framework for determining, allocating and recovering electricity transmission costs associated with cross-border power flows within the West African Power Pool (WAPP).
