It calls for coordinated investment, public support, and business innovation to reach underserved populations while sustaining commercially viable providers.

The report’s principal findings and recommendations are:

Off-grid solar must expand substantially. Its universal-access scenario envisages serving approximately 1.1 billion people by 2030, including existing users, 464 million new users relying on solar as their primary electricity source, and customers supplementing unreliable grid supply. Most new primary users would be in underserved markets, particularly in sub-Saharan Africa.

Projected growth leaves a major access gap. At the report’s projected annual growth rate of 5%, off-grid solar would provide basic electricity access to approximately 624 million people by 2030—516 million fewer than required under its universal-access scenario.

Financing must increase and address affordability. The report estimates total funding needs of US$23.3 billion, including US$4.5 billion to bridge consumers’ affordability gap. Expected funding of US$7.8 billion leaves a US$15.5 billion shortfall. These are cumulative requirements through 2030, rather than annual amounts.

Public support and commercial innovation must work together. Priorities include concessional capital, guarantees, supplier and consumer subsidies, expanded pay-as-you-go financing, and financing structures that release capital tied up in customer receivables. Governments should integrate off-grid solar into national electrification plans and enforce product-quality standards.

Development benefits extend beyond lighting. Solar-powered irrigation, refrigeration, and other productive equipment can increase incomes and improve public services. However, providing higher electricity-service levels requires substantially more funding than basic access.

The central implication is that private investment alone will not reach the poorest and most remote households. Targeted public funding, consumer protection, and stronger delivery businesses are necessary to translate solar deployment into sustained development benefits. These findings reflect the report’s 2022 outlook, rather than subsequent market outcomes.

[76
47
68
post-1402","knowledge_base","type-knowledge_base","status-publish","has-post-thumbnail","hentry","kb_resource_type-report","kb_country-sub-saharan-africa","kb_pillar-energy-access-electrification-and-clean-cooking

Off-Grid Solar Market TrendsReport 2022:Outlook - African School of Regulation

<meta property="og:description" content="The Off-Grid Solar Market Trends Report 2022: Outlook argues that off-grid solar is essential to achieving universal electricity access by 2030, but existing growth and financing trajectories are insufficient.
