Published as World Bank Policy Research Working Paper 11439, this study examines how universal electricity access in Sub-Saharan Africa can be made financially feasible when electrification planning, tariff regulation and capital mobilisation are designed as one system.
A multi-period financial model applied to Uganda, Zambia and Madagascar distinguishes the viability gap from financing needs. The findings show that extending the timeframe for achieving universal access can improve financial feasibility without permanent reliance on external grants.
The country models are openly available (see the reproducibility package entry).
